Tegucigalpa, HONDURAS ? Los hondureños votaron hoy en unas elecciones generales tensas, cuyas repercusiones podrían ir mucho más allá del país centroamericano.

Para la oposición, las elecciones representan una oportunidad de restablecer el Estado de derecho tras ocho años de desmantelamiento sistemático de las instituciones democráticas por parte del presidente saliente, Juan Orlando Hernández.

Pero lo que está en juego es aún más importante para los dirigentes del partido en el poder. Si pierden las protecciones que les da estar en el cargo, podrían enfrentar cargos de corrupción y tráfico de drogas en investigaciones realizadas por fiscales de Estados Unidos y Honduras.

Washington también está muy atento a las elecciones.

Después de haber convertido a Centroamérica en una prioridad de la política exterior, el gobierno de Joe Biden no ha podido frenar la ola de autoritarismo y corrupción en la región. El malestar económico y político del país, así como la violencia crónica, están haciendo que los hondureños se unan a las decenas de miles de centroamericanos que llegan cada mes a la frontera sur de Estados Unidos, lo que provoca ataques de los republicanos y puede perjudicar las posibilidades de los demócratas en las próximas elecciones intermedias.

Las encuestas muestran una reñida contienda entre el candidato del gobernante Partido Nacional, Nasry Asfura, el carismático alcalde de la capital, Tegucigalpa; y Xiomara Castro, la esposa de Manuel Zelaya, un expresidente de izquierda que fue depuesto en un golpe de Estado en 2009. Ambos candidatos prometen, de manera diferente, una ruptura con el gobierno tan impopular de Hernández.

Para ambas partes, las elecciones son una batalla decisiva por el destino del país. Pero las perspectivas de cambio radical son escasas: los principales partidos de Honduras han sido acusados de corrupción o de tener vínculos con la delincuencia organizada.

?En el mejor de los casos, se obtendrá un resultado que no será espectacular?, dijo Daniel Restrepo, miembro del Centro para el Progreso Estadounidense, un grupo de expertos de Washington D. C., quien fue asesor principal sobre Latinoamérica durante la presidencia de Barack Obama. ?La esperanza es inyectarle más legitimidad al sistema?.

Un gobierno más receptivo con un fuerte mandato popular, agregó, también podría ayudar a frenar la migración.

Un nuevo presidente elegido de manera legítima podría proporcionar al gobierno de Biden un socio muy necesario en una región cuyos líderes desafían cada vez más la influencia económica y política de Washington.

Los gobiernos de las tres naciones vecinas de Honduras han desmantelado aún más los controles democráticos respaldados por Estados Unidos sobre su poder desde que el presidente Biden asumió el cargo, a pesar de la promesa de su gobierno de gastar 4000 millones de dólares para combatir la corrupción y la impunidad como dos de las causas fundamentales de la migración.

El presidente autoritario de Nicaragua, Daniel Ortega, encarceló a todos los candidatos creíbles de la oposición que podrían haberlo desafiado, lo que le permitió ganar un cuarto mandato consecutivo casi sin oposición en las elecciones de este mes.

En Guatemala, el gobierno disolvió un organismo de investigación anticorrupción y arrestó a algunos de sus fiscales después de que empezaran a investigar las acusaciones de soborno que implicaban al presidente Alejandro Giammattei.

Y el presidente de El Salvador, Nayib Bukele, está silenciando las voces independientes y desafiando de manera abierta a Estados Unidos a medida que se hace de más poder, lo cual motivó al principal diplomático de Washington a abandonar el país este mes por falta de cooperación del gobierno salvadoreño.

En Honduras, los fiscales estadounidenses y hondureños acusan a Hernández de crear un sistema de corrupción generalizado que permite a las organizaciones dedicadas al tráfico de drogas penetrar en todos los niveles de su gobierno. Su hermano, Tony Hernández, cumple una cadena perpetua en Estados Unidos por ayudar a enviar toneladas de cocaína, en un caso en el que también se ha nombrado al presidente como cómplice.

El presidente Hernández negó todas las acusaciones en su contra y no ha sido acusado de cometer ningún delito.

Los hondureños emitieron sus votos en una jornada que transcurrió en su mayoría en paz y en orden a pesar de la polarización, algunos fallos tecnológicos y temores de fraude.

Los primeros centros de votación empezaron a cerrar a las 5 p. m. y se espera que el Consejo Nacional Electoral empiece a dar a conocer resultados preliminares a las 8 p. m. El anuncio será una prueba de la capacidad de la autoridad para entregar resultados creíbles al público luego de una modificación profunda al sistema electoral tras las últimas elecciones generales de 2017, que estuvieron empañadas por acusaciones de fraude.

El jefe de la misión de observadores electorales de la Organización de los Estados Americanos, el expresidente de Costa Rica, Luis Guillermo Solís, calificó el voto como ?una hermosura de expresión ciudadana? y destacó lo que parece ser un alto nivel de participación. También llamó a los líderes de los partidos a abstenerse de declarar victoria hasta que no se cuenten los votos.

Sin embargo, los dos partidos políticos principales se proclamaron vencedores con publicaciones casi idénticas en Twitter cuando todavía había electores emitiendo sus votos ya entrada la tarde.

A las 6 p. m. aún quedaban alrededor de 50 de unos 5000 centros de votación mientras los ciudadanos seguían formados para emitir sus sufragios en algunas zonas.

Los líderes de la sociedad civil dijeron que su principal preocupación eran las máquinas de escaneo que no fueron probadas con anticipación y que en algunos casos fueron entregadas a los centros de votación solo unos días antes del voto.

El domingo había casillas que aún no recibían las máquinas de escaneo o que no habían podido instalarlas. No está claro cómo harían para transmitir sus resultados.

Algunos votantes también se quejaron de que no habían logrado emitir su voto debido a la modificación del padrón electoral. La medida eliminó a casi un millón de personas en lo que sus defensores dijeron era un intento por deshacerse de votantes fallecidos o emigrados cuyos datos se utilizaban para cometer fraude electoral.

El voto también estuvo afectado por las caídas del sitio de internet del consejo electoral, que estuvo fuera de servicio la mayor parte del día, lo que dio lugar a conspiraciones de fraude entre una población de por sí escéptica. La autoridad dijo que estaba investigando si el fallo fue causado por un ciberataque, sin dar detalles adicionales.

La oposición de izquierda advierte a los votantes que el partido gobernante ha incrementado su control sobre las fuerzas de seguridad, los tribunales y el Congreso durante los 12 años que lleva en el poder, y que un periodo más de ese partido en el poder dejaría al país más hundido en el autoritarismo y en las garras del crimen organizado.

El bloque en el poder, el Partido Nacional, retrata a su principal rival como una comunista que convertiría a Honduras en aliada de Venezuela y legalizaría el aborto, lo que molestaría a una sociedad profundamente conservadora.

Las encuestas muestran una contienda cerrada entre el candidato del Partido Nacional, Nasry Asfura, el carismático alcalde de la capital, Tegucigalpa, y Xiomara Castro, la esposa de Manuel Zelaya, un expresidente de izquierda.

Lo mucho que está en juego y la expectativa de un resultado muy cerrado avivan temores de que haya fraude e inquietud entre los simpatizantes de ambos partidos.

De distintas maneras, ambos candidatos prometen romper con un presidente saliente tremendamente impopular, Juan Orlando Hernández, cuya gestión estuvo marcada por corrupción endémica, escaso crecimiento económico y acusaciones de narcotráfico.

El partido de Castro, quien busca convertirse en la primera presidenta de Honduras, intenta sacar provecho del deseo de cambio de los electores tras 12 años de gobierno del Partido Nacional.

?Nos ha unido una expresión: ?¡Fuera JOH!??, dijo Castro a una multitud de varios miles que coreaban en un mitin de campaña reciente en la ciudad de San Pedro Sula, en referencia al arraigado acrónimo del nombre de Hernández.

Asfura, un acaudalado exempresario de la construcción del partido gobernante, se hace llamar ?Papi?. Ha adoptado el eslogan ?Papi es diferente? para distanciarse del actual presidente. Nunca menciona en sus mítines a Hernández, cuyo índice de aprobación está cerca de llegar a un solo dígito, y el presidente en turno tampoco aparece en sus materiales de campaña.

En contraste con el distante Hernández, Asfura ha procurado crearse una imagen de hombre común capaz de lograr cosas, pues se presenta al electorado como ?Papi a la orden? y se une a las multitudes que siguen su campaña con jeans deslavados y botas de construcción.

Sus propuestas se han limitado a prometer ?trabajo, trabajo, trabajo?. El Partido Nacional ha dependido fuertemente de la entrega de apoyos antes de las elecciones, los cuales van desde transferencias de dinero hasta materiales de construcción. Sus propagandistas han advertido a los votantes que esta ayuda económica cesaría si pierden el poder.

El Partido Nacional también ha pintado a Castro como un izquierdista radical, lo que podría afectarle en un país conservador al que dio forma una alianza cercana con Estados Unidos durante la Guerra Fría.

Los temores de que se diera un giro brusco a la izquierda contribuyeron a derrocar al gobierno del esposo de Castro, Zelaya, quien fue electo presidente, pero fue expulsado del poder mediante un golpe de Estado militar en 2009 tras seguir las políticas de Hugo Chávez, el difunto presidente de Venezuela.

Castro ha intentado tanto calmar a los simpatizantes de izquierda de Zelaya como atraer a sectores más moderados de la sociedad. Ha construido una amplia coalición con partidos de centro e incorporado a tecnócratas respetados a su equipo económico, el cual ha recibido el respaldo del sector empresarial de Honduras.

CIUDAD DE MÉXICO ? Tras el anuncio sobre la victoria del presidente Juan Orlando Hernández en 2017, en unas elecciones plagadas de irregularidades, el gobierno de Donald Trump hizo caso omiso de las inquietudes de miembros del Congreso y expresó su respaldo al ascenso al poder del problemático dirigente.

Esa decisión no condujo de inmediato a una relación de trabajo sin complicaciones entre ambos países. Casi año después de las elecciones, cuando más de mil hondureños emprendieron la marcha hacia Estados Unidos en una caravana de migrantes, el presidente Trump arremetió contra su aliado por no haber logrado detener la procesión y amenazó con suspender la ayuda a ese país.

?Estados Unidos le ha informado al presidente hondureño que, si no detiene a la enorme caravana de personas que se dirigen a Estados Unidos y las obliga a regresar a Honduras, ese país no recibirá más dinero ni ayuda?, escribió Trump en su cuenta de Twitter.

Más tarde, Trump comunicó en Twitter que estaba listo para suspender la ayuda financiera de Estados Unidos no solo a Honduras, sino también a sus países vecinos, Guatemala y El Salvador, ?si permiten que sus ciudadanos u otras personas crucen sus fronteras rumbo a Estados Unidos con la intención de ingresar al país ilícitamente?.

Esas amenazas se convirtieron en política. En 2019, Trump congeló 450 millones de dólares en ayuda para Honduras, Guatemala y El Salvador en respuesta a su incapacidad para frenar la migración.

En los meses que siguieron a esa decisión, Hernández y sus homólogos centroamericanos se alinearon y suscribieron Acuerdos de Cooperación de Asilo con el gobierno de Trump que estipulaban que los migrantes que atravesaran alguno de estos tres países debían buscar asilo ahí antes de solicitarlo en Estados Unidos.

El año pasado, Chad Wolf, director interino del Departamento de Seguridad Nacional, se reunió con Hernández en la capital de Honduras, donde dijo que era un ?socio probado y apreciado? con quien su equipo compartía ?una relación bilateral muy estrecha y productiva?.

Tres meses antes de la visita de Wolf, el hermano de Hernández, Juan Antonio Hernández, conocido como Tony, fue sentenciado en un tribunal de Nueva York por tráfico de cocaína. Los testigos que comparecieron durante el juicio afirmaron que el presidente Hernández ignoraba delitos a cambio de sobornos que financiaron su campaña, aunque este ha negado en varias ocasiones esas acusaciones.

Joe Biden ha probado una estrategia distinta en Honduras, con funcionarios del gobierno que se han distanciado de Hernández, una señal de que el apoyo que Estados Unidos le daba al mandatario ha menguado.

Este mismo año, el Congreso incluyó a varios funcionarios hondureños en una lista de ?actores corruptos y antidemocráticos?, entre ellos un expresidente del partido de Hernández. Además, un grupo de legisladores demócratas presentó en febrero un proyecto de ley que podría recortar la ayuda entregada a las fuerzas de seguridad hondureñas e imponerle sanciones al presidente, pero todavía no se somete a votación.

Brian A. Nichols, el más alto funcionario del Departamento de Estado para asuntos del hemisferio occidental, visitó Honduras en la semana previa a la votación para ?promover la realización pacífica y transparente de elecciones nacionales libres y justas?. Nichols no se reunió con Hernández.

Casi un millón de hondureños que viven en Estados Unidos eran elegibles para votar el domingo, pero los obstáculos para obtener sus documentos nacionales de identidad dificultaron su participación.

Los hondureños en Estados Unidos siguen la contienda de cerca. Sin embargo, para votar, necesitaban la nueva tarjeta de identidad nacional, que es digital y más segura, emitida hace poco por el gobierno hondureño, y afirman que es difícil de obtener.

?Pienso que fue política calculada?, dijo Juan Flores, un activista hondureño en el sur de Florida, quien dijo que había planeado dejar en blanco su papeleta porque ningún candidato ofreció propuestas sólidas para resolver la crisis migratoria.

Flores dijo que funcionarios del Registro Nacional de las Personas de Honduras instalaron consulados móviles en Estados Unidos para inscribir a personas y asignarles los nuevos documentos nacionales de identificación, pero eligieron ubicaciones a las que sería difícil viajar. En lugar de Miami, donde viven muchos hondureños, eligieron Tampa, mencionó. En Texas, en lugar de Houston, escogieron McAllen.

Poco menos de 13.000 personas en Estados Unidos se registraron para obtener los nuevos documentos de identificación, cuya distribución se programó, con poco aviso previo, para el martes y el miércoles antes del Día de Acción de Gracias, expresó Flores.

?¿Esperan que abandonemos nuestro trabajo y vayamos corriendo porque queremos votar el domingo??, cuestionó. ?Los inmigrantes fueron discriminados?.

Luis Suazo, el embajador de Honduras en Washington, reconoció que el proceso se quedó corto con respecto a la responsabilidad del gobierno de garantizar el derecho al voto de todos los ciudadanos.

Los primeros planes para lanzar las nuevas cédulas de identidad no tomaron en cuenta a la diáspora, comentó, y agregó que cuando finalmente se programaron las actividades para inscribir a los hondureños que residen fuera del país, había poco tiempo.

?En realidad, trabajaron un largo fin de semana en cada consulado?, apuntó Suazo.

Negó la sugerencia de que el gobierno privó de sus derechos de manera deliberada a los hondureños en Estados Unidos, y añadió que las agencias a cargo del esfuerzo son operadas por comités en los que los partidos de oposición tienen la mayoría.

Funcionarios han señalado que las tarjetas ayudarían a prevenir un fraude.

Muchos hondureños en Estados Unidos mencionan que el gobierno actual ha liderado el país de manera deficiente y señalan la corrupción, el desempleo y la violencia como motivos que los llevaron a huir, dijo Suyapa Portillo Villeda, académica de Historia Centroamericana en Pitzer College, en California.

Los hondureños en Estados Unidos envían a casa miles de millones de dólares al año, lo que representa al menos el 20 por ciento de la economía del país. Aunque el número oficial de hondureños en Estados Unidos es de un millón, los expertos afirman que este podría ser considerablemente más alto, dado que la Oficina de Aduanas y Protección Fronteriza de Estados Unidos reportó casi 400.000 encuentros con migrantes hondureños a lo largo de la frontera suroeste del país norteamericano solo en los dos últimos años.

La cantidad de personas nacidas en Honduras que viven en Estados Unidos ha crecido más del triple en las dos últimas décadas, según el Centro de Investigaciones Pew.

Durante años, los hondureños han estado huyendo de sus hogares, al escapar de un país empobrecido con una de las tasas más altas de homicidios y los fracasos de un gobierno liderado por un presidente acusado de vínculos con el narcotráfico.

Luego llegó la pandemia, una crisis económica global y dos huracanes que el año pasado arrasaron pueblos enteros y trastocaron las vidas de cuatro millones de personas, casi la mitad de la población.

Lo que sucedió después fue uno de los movimientos más grandes en la historia reciente de hondureños hacia Estados Unidos, lo que contribuyó a una acumulación de migrantes en la frontera, una situación que ha dejado perpleja a la gestión del presidente Joe Biden y se convirtió en blanco de repetidos ataques por parte de los republicanos.

Los cruces fronterizos de hondureños superaron la cifra de 300.000 el año fiscal pasado, con lo que el país se convirtió en la segunda nación que más migrantes manda después de México, que tiene una población 12 veces mayor.

El año pasado, los agentes fronterizos también encontraron más familias y menores no acompañados procedentes de Honduras que de cualquier otro lugar.

Para desfogar la presión en la frontera con México, la gestión de Biden se ha apoyado en Honduras, con el que llegaron a un acuerdo para que el país refuerce la presencia de fuerzas de la ley en su frontera este año.

Pero la relación entre ambos gobiernos ha sido incómoda, con denuncias de corrupción y casos de narcotráfico vinculados al actual presidente hondureño, Juan Orlando Hernández, y a sus aliados.

Los fiscales en un juzgado federal de Nueva York alegan que Hernández facilitó el envío de cocaína desde Honduras. Los documentos judiciales sugieren que Hernández también se jactó de haber empleado organizaciones fraudulentas para desviar dinero de asistencia procedente de Estados Unidos. Hernández no ha sido imputado de ningún crimen y ha negado las acusaciones.

El combate a la corrupción ha sido una piedra angular de la política de Biden en Centroamérica, con la idea de que la única forma de desacelerar la migración es reparar los sistemas que en principio son los que obligan a las personas a emigrar.

Aunque los principales partidos políticos de Honduras han sido acusados de corrupción o de tener vínculos con el crimen organizado, si la contienda del domingo se desarrolla sin problemas podría ser una oportunidad para que el gobierno estadounidense colabore de manera más cercana con un nuevo líder, legítimamente elegido.

SAN LUIS, Honduras ? Casi 30 candidatos, activistas políticos y miembros de sus familias han sido asesinados en el periodo previo a las elecciones de este domingo en Honduras, lo que ha creado un clima de temor que, según los grupos de derechos humanos, podría afectar el resultado de tan disputada votación.

La violencia política ha empañado durante mucho tiempo las elecciones en Honduras, que hasta hace poco tenía uno de los índices generales de homicidio más altos del mundo. ?El impacto ha sido crear miedo en la población, desmovilizar a la gente al momento de votar?, dijo Migdonia Ayestas, directora del Observatorio de Violencia de la Universidad Nacional Autónoma de Honduras.

Los efectos de la violencia se sienten particularmente en áreas rurales como el pueblo cafetero de San Luis, donde la falta de presencia policial y las rivalidades políticas locales profundamente arraigadas han dejado a los votantes y a los candidatos de la oposición expuestos a ataques frecuentes.

En marzo, un simpatizante del Partido Nacional de Hernández le disparó en la cabeza a Abraham Bautista, que en ese momento tenía 8 años. El incidente ocurrió después de que el candidato a la alcaldía del Partido Libre, de oposición, visitó la casa del niño y colgó un folleto de campaña en la pared exterior, lo que dio inicio a una discusión política. El niño sobrevivió de manera milagrosa.

Varios meses después, Ronmel Rivera, candidato a alcalde de San Luis, sobrevivió por poco a un intento de asesinato cuando un hombre armado le disparó siete veces en una tienda local. Rivera sufrió heridas leves y ahora hace campaña escoltado por tres policías y un guardaespaldas cuyas armas automáticas asustan visiblemente a los electores en las aldeas periféricas empobrecidas.

Elvir Casaña, quien se postuló por el Partido Libre para regidor de San Luis, fue asesinado con una escopeta frente a su casa mientras conversaba con simpatizantes tras un mitin de campaña.

Nadie ha sido detenido por ese tiroteo mortal ni por el ataque al niño, Abraham, ocurrido en presencia de varios testigos.

?Ya nadie viene por aquí. La gente está asustada?, dijo la hija de Casaña, Bercely Casaña.

Rivera, el candidato a alcalde, dice que la violencia le ha dificultado conseguir suficientes voluntarios para ser testigos de su partido en las urnas, lo que podría dejarlo expuesto a un fraude.

La muerte de Casaña fue la gota que colmó el vaso para su familiar, Manuel Vigil, quien había renunciado a su candidatura a regidor por temor a perder la vida. Ahora está tratando de vender sus tierras y unirse a una caravana de migrantes que se dirige a Estados Unidos.

?Terror es lo que están logrando, porque la gente como nosotros no podemos seguir arriesgándonos en este país?, comentó. ?En mi corazón ni siquiera puedo orar, por la impotencia que se siente, la rabia por no poder hacer nada?.

TEGUCIGALPA, Honduras ? Sin decir una sola palabra, la principal activista anticorrupción de Honduras es capaz de explicar el sistema de impunidad que impulsa a miles de sus compatriotas a enfilarse a la frontera de Estados Unidos todos los meses.

La activista desenrolla un papel de casi dos metros de largo. Es un organigrama lleno de nombres de funcionarios y sus conexiones con contratos públicos irregulares, compañías extraterritoriales y fondos estatales faltantes. Para la oposición, las elecciones representan una oportunidad de restablecer el Estado de derecho tras ocho años de desmantelamiento sistemático de las instituciones democráticas por parte del presidente saliente, Juan Orlando Hernández.

Pero lo que está en juego es aún más importante para los dirigentes del partido en el poder. Si pierden las protecciones que les da estar en el cargo, podrían enfrentar cargos de corrupción y tráfico de drogas en investigaciones realizadas por fiscales de Estados Unidos y Honduras.

Washington también está muy atento a las elecciones.

Después de haber convertido a Centroamérica en una prioridad de la política exterior, el gobierno de Joe Biden no ha podido frenar la ola de autoritarismo y corrupción en la región. El partido de Castro, quien busca convertirse en la primera presidenta de Honduras, intenta sacar provecho del deseo de cambio de los electores tras 12 años de gobierno del Partido Nacional.

?Nos ha unido una expresión: ?¡Fuera JOH!??, dijo Castro a una multitud de varios miles que coreaban en un mitin de campaña reciente en la ciudad de San Pedro Sula, en referencia al arraigado acrónimo del nombre de Hernández.

Asfura, un acaudalado exempresario de la construcción del partido gobernante, se hace llamar ?Papi?. Ha adoptado el eslogan ?Papi es diferente? para distanciarse del actual presidente. Nunca menciona en sus mítines a Hernández, cuyo índice de aprobación está cerca de llegar a un solo dígito, y el presidente en turno tampoco aparece en sus materiales de campaña.

En contraste con el distante Hernández, Asfura ha procurado crearse una imagen de hombre común capaz de lograr cosas, pues se presenta al electorado como ?Papi a la orden? y se une a las multitudes que siguen su campaña con jeans deslavados y botas de construcción.

Sus propuestas se han limitado a prometer ?trabajo, trabajo, trabajo?. El Partido Nacional ha dependido fuertemente de la entrega de apoyos antes de las elecciones, los cuales van desde transferencias de dinero hasta materiales de construcción. Sus propagandistas han advertido a los votantes que esta ayuda económica cesaría si pierden el poder.

El Partido Nacional también ha pintado a Castro como un izquierdista radical, lo que podría afectarle en un país conservador al que dio forma una alianza cercana con Estados Unidos durante la Guerra Fría.

Los temores de que se diera un giro brusco a la izquierda contribuyeron a derrocar al gobierno del esposo de Castro, Zelaya, quien fue electo presidente, pero fue expulsado del poder mediante un golpe de Estado militar en 2009 tras seguir las políticas de Hugo Chávez, el difunto presidente de Venezuela.

Tras el anuncio sobre la victoria del presidente Juan Orlando Hernández en 2017, en unas elecciones plagadas de irregularidades, el gobierno de Donald Trump hizo caso omiso de las inquietudes de miembros del Congreso y expresó su respaldo al ascenso al poder del problemático dirigente.

Esa decisión no condujo de inmediato a una relación de trabajo sin complicaciones entre ambos países. Casi año después de las elecciones, cuando más de mil hondureños emprendieron la marcha hacia Estados Unidos en una caravana de migrantes, el presidente Trump arremetió contra su aliado por no haber logrado detener la procesión y amenazó con suspender la ayuda a ese país.

?Estados Unidos le ha informado al presidente hondureño que, si no detiene a la enorme caravana de personas que se dirigen a Estados Unidos y las obliga a regresar a Honduras, ese país no recibirá más dinero ni ayuda?, escribió Trump en su cuenta de Twitter.

Más tarde, Trump comunicó en Twitter que estaba listo para suspender la ayuda financiera de Estados Unidos no solo a Honduras, sino también a sus países vecinos, Guatemala y El Salvador, ?si permiten que sus ciudadanos u otras personas crucen sus fronteras rumbo a Estados Unidos con la intención de ingresar al país ilícitamente?.

Esas amenazas se convirtieron en política. En 2019, Trump congeló 450 millones de dólares en ayuda para Honduras, Guatemala y El Salvador en respuesta a su incapacidad para frenar la migración.

En los meses que siguieron a esa decisión, Hernández y sus homólogos centroamericanos se alinearon y suscribieron Acuerdos de Cooperación de Asilo con el gobierno de Trump que estipulaban que los migrantes que atravesaran alguno de estos tres países debían buscar asilo ahí antes de solicitarlo en Estados Unidos.

El año pasado, Chad Wolf, director interino del Departamento de Seguridad Nacional, se reunió con Hernández en la capital de Honduras, donde dijo que era un ?socio probado y apreciado? con quien su equipo compartía ?una relación bilateral muy estrecha y productiva?.

Tres meses antes de la visita de Wolf, el hermano de Hernández, Juan Antonio Hernández, conocido como Tony, fue sentenciado en un tribunal de Nueva York por tráfico de cocaína. Los testigos que comparecieron durante el juicio afirmaron que el presidente Hernández ignoraba delitos a cambio de sobornos que financiaron su campaña, aunque este ha negado en varias ocasiones esas acusaciones.

Joe Biden ha probado una estrategia distinta en Honduras, con funcionarios del gobierno que se han distanciado de Hernández, una señal de que el apoyo que Estados Unidos le daba al mandatario ha menguado.

Este mismo año, el Congreso incluyó a varios funcionarios hondureños en una lista de ?actores corruptos y antidemocráticos?, entre ellos un expresidente del partido de Hernández. Además, un grupo de legisladores demócratas presentó en febrero un proyecto de ley que podría recortar la ayuda entregada a las fuerzas de seguridad hondureñas e imponerle sanciones al presidente, pero todavía no se somete a votación.

Brian A. Nichols, el más alto funcionario del Departamento de Estado para asuntos del hemisferio occidental, visitó Honduras en la semana previa a la votación para ?promover la realización pacífica y transparente de elecciones nacionales libres y justas?. Nichols no se reunió con Hernández.

Casi un millón de hondureños que viven en Estados Unidos eran elegibles para votar el domingo, pero los obstáculos para obtener sus documentos nacionales de identidad dificultaron su participación.

Los hondureños en Estados Unidos siguen la contienda de cerca. Sin embargo, para votar, necesitaban la nueva tarjeta de identidad nacional, que es digital y más segura, emitida hace poco por el gobierno hondureño, y afirman que es difícil de obtener.

?Pienso que fue política calculada?, dijo Juan Flores, un activista hondureño en el sur de Florida, quien dijo que había planeado dejar en blanco su papeleta porque ningún candidato ofreció propuestas sólidas para resolver la crisis migratoria.

Negó la sugerencia de que el gobierno privó de sus derechos de manera deliberada a los hondureños en Estados Unidos, y añadió que las agencias a cargo del esfuerzo son operadas por comités en los que los partidos de oposición tienen la mayoría.

Funcionarios han señalado que las tarjetas ayudarían a prevenir un fraude.

Muchos hondureños en Estados Unidos mencionan que el gobierno actual ha liderado el país de manera deficiente y señalan la corrupción, el desempleo y la violencia como motivos que los llevaron a huir, dijo Suyapa Portillo Villeda, académica de Historia Centroamericana en Pitzer College, en California.

When the team examined these islands, they found that interactions between the two layers induced a phenomenon known as the Kondo effect, leading to a macroscopically entangled state of matter producing a heavy-fermion system.

The Kondo effect is an interaction between magnetic impurities and electrons that causes a material?s electrical resistance to change with temperature. This results in the electrons behaving as though they have more mass, leading these compounds to be called heavy fermion materials. This phenomenon is a hallmark of materials containing rare earth elements.

Heavy fermion materials are important in several domains of cutting-edge physics, including research into quantum materials. ?Studying complex quantum materials is hindered by the properties of naturally occurring compounds. Our goal is to produce artificial designer materials that can be readily tuned and controlled externally to expand the range of exotic phenomena that can be realized in the lab,? says Professor Peter Liljeroth.

For example, heavy fermion materials could act as topological superconductors, which could be useful for building qubits that are more robust to noise and perturbation from the environment, reducing error rates in quantum computers. ?Creating this in real life would benefit enormously from having a heavy fermion material system that can be readily incorporated into electrical devices and tuned externally,? explains Viliam Va?o, a doctoral student in Liljeroth?s group and the paper?s lead author.

One layer behaves like a metal, conducting electrons, while the other layer has a structural change that causes electrons to be localized into a regular lattice. The combination of the two results in the appearance of heavy fermion physics, which neither layer exhibits alone.

This new heavy fermion material also offers a powerful tool for probing quantum criticality. ?The material can reach a quantum-critical point when it begins to move from one collective quantum state to another, for example, from a regular magnet towards an entangled heavy fermion material,? explains Professor Jose Lado. ?Between these states, the entire system is critical, reacting strongly to the slightest change, and providing an ideal platform to engineer even more exotic quantum matter.?
